EVERYWHERE he looks nowadays, Nicolás Maduro sees conspiracies. At least a dozen plots to assassinate him have allegedly been detected since he became Venezuela’s president in April. Mr Maduro recently expelled three American diplomats for supposedly conspiring with the opposition, business groups and unions to wage “economic war” and overthrow the government. Some plots may even be real: there are rumours of discontent in the armed forces, on which the president is lavishing time and money. But publicly, at least, the opposition media are Mr Maduro’s prime suspects. “We know exactly which newspapers are plotting a coup,” the president declared in September; and “everyone knows which are the pro-coup TV channels.”Media conspiracies have been a staple of government propaganda since 2002, when Mr Maduro’s predecessor and mentor, Hugo Chávez, was briefly ousted after mass demonstrations cheered on by Venezuela’s four main television channels. That led the government to adopt a two-pronged strategy explicitly aimed at achieving “media hegemony”. OFFICIALDOM in Canada has a long and sordid history when it comes to the First Nations (Indians), who make up 60% of the country’s 1.2m aboriginal inhabitants. The British depended on them in the war of 1812 against the United States but betrayed them in the peace settlement. Colonial and then Canadian governments took away most of their land by treaty or trickery and forced their children into residential schools aimed at assimilation. There they faced grisly punishments—a needle through the tongue or electric shocks—for speaking their mother tongue. Many students were sexually abused.Recent governments have made a start on redressing past wrongs, most importantly by apologising and paying almost C$4 billion ($4 billion) in compensation to 80,000 victims of those now-closed residential schools. Haiti’s army: Who needs them?
THIS month, as every year since 2004, the United Nations Security Council agreed to extend its peacekeeping mission in Haiti. But the UN is at last making plans for its departure. The budget of the mission, known as Minustah, is down by 30% in the past two years, and its headcount is at its lowest in a decade.Many Haitians may rejoice. They blame poor sanitary practice by Nepalese UN troops for a cholera epidemic which has killed more than 8,000 people since 2010. The UN denies responsibility, but on October 9th two NGOs filed a claim against it in a New York court.Other Haitians fret that the winding down of Minustah may leave a security vacuum in a country still rebuilding after a devastating earthquake almost four years ago. The government proposes to fill it by reviving the country’s army, abolished in 1995 because of its history of coups. Michel Martelly, the president, says that the new army will provide stability and engineer development. Last month 41 military engineers trained in Ecuador returned home. A HUMAN hellhole lies under the noses of American tourists driving from California into Mexico. Below the bridge leading into Tijuana is a dry canal strewn with heroin syringes that is home to countless migrants and vagrants, most of them thrown out of the United States for not having the right papers.
