Colombia and the FARC: Not out of the woods yet
WHEN President Juan Manuel Santos began peace talks with Colombia’s FARC guerrillas last November, he promised that the negotiations would take “months, not years”. As well as seeking to reassure voters that the rebels would not be allowed to spin out the process as cover for their own regrouping, Mr Santos had the country’s political calendar in mind. Congressional and presidential elections are due in March and May of next year. He had hoped to do a deal to end the country’s half-century of conflict in time for the launch of his re-election bid, which has a deadline of November 25th.The schedule has turned out to be too tight. On November 6th negotiators reached a draft agreement on only the second of six items that are up for discussion. The resolution would establish new measures to favour small political parties, including any born of an eventual demobilisation of the FARC. It would create temporary special congressional districts for the areas hardest hit by the conflict—in other words, those where the FARC are strongest—as a way of ensuring that the rebels have a shot at winning representation. The deal followed an agreement in May on how to cope with the...

Violent crime in Latin America: Alternatives to the iron fist
MOST parts of the world are getting safer. Not Latin America and the Caribbean, where the murder rate rose by 11% in 2000-10. This “epidemic of violence”, as the United Nations Development Programme (UNDP) calls it in a new report, has gone hand in hand with an increase in crime in general and in the fear of it. With poverty, unemployment and inequality falling, insecurity has become perhaps the single most pressing problem facing the region. In the decade to 2010 more than 1m Latin Americans died as a result of criminal violence, according to the UNDP. Around four-fifths of murders are committed with firearms, which are readily available. Robberies have tripled in the past 25 years, six out of ten of them involving violence. The vast majority of crimes are not reported to the police, in whom citizens have little confidence. Murder rates vary widely between and within countries, and in some cases have fallen (eg, in Colombia and more recently in Guatemala and El Salvador). Nevertheless, a poll commissioned for the report suggests that nearly two-thirds of Latin Americans avoid going out at night for fear of crime, and one in eight (about 75m people) has moved house in order to feel safer. Some of the factors behind this...

Venezuela’s “economic war”: Everything must go…
AS A solution to rampant inflation, banning price rises and jailing shopkeepers has limited potential. But President Nicolás Maduro is undaunted. In the past year Venezuela’s consumer-price index has risen by more than 50%, one of the world’s fastest rates. Basic goods such as milk, rice, cooking oil and toilet paper are rarely found on supermarket shelves. With support for the ruling United Socialist Party of Venezuela (PSUV) crumbling ahead of local elections due next month, Mr Maduro decreed on November 8th that as part of an “economic war” with unscrupulous businessmen, prices of electrical appliances were to be cut to their level of a month earlier. For good measure he had a couple of dozen shopowners and managers arrested for “usury”.Shops were besieged by bargain hunters. In the country’s third city, Valencia, looters ransacked an outlet belonging to the Daka electricals chain. Even members of the national guard, deployed along with partisan militiamen to keep order, were filmed loading looted goods onto pickup trucks. Several days later people were still queuing in their dozens and even hundreds, in...
