Mining in Mexico: The sovereign take
BRADFORD COOKE runs his finger along a vein of ore rich in silver and gold and comes as near to purring as a veteran Canadian miner can. “This place has been mined for 450 years yet this little treasure box has been hiding less than 25 metres below ground,” he says. He points to the mine’s British manager, scrambling excitedly across the newly blasted rocks, and chuckles: “This is what Dave calls ‘horny’.”But the object of their affection is rapidly tarnishing before their eyes. On October 30th, the day that Mr Cooke brought the board of his Vancouver-based company, Endeavour Silver, on their annual inspection of one of its three mines in central Mexico, the upper house of Congress approved a new mining tax proposed by the government of Enrique Peña Nieto. “If it goes through as is, our fourth mine will not be in Mexico,” declared Mr Cooke.Mining is not the only industry up in arms over Mr Peña’s broad tax overhaul. In fact, there is hardly a business group that has not dispatched lobbyists to Congress in a forlorn attempt to soften its impact; from soft-drinks and food manufacturers who face a new...

Argentina’s mid-term election: Jostling in Kirchnerismo’s twilight
AT FIRST glance, the headlines after the mid-term election on October 27th were confusing. Tiempo, a newspaper that supports President Cristina Fernández de Kirchner, boasted that her branch of Peronism, called the Front for Victory (FPV) had “consolidated its majority”. La Nación, which is critical of the president, insisted that her party was clobbered and that the result augured a new political era.On paper, Tiempo was right. With 33% of the vote for the lower house of Congress, the FPV remains the largest single political force. It narrowly retained a majority in both houses; its seat-count barely fluctuated. But those numbers hide a significant political change. The seats the party was defending were the hard core it had kept in 2009, when Ms Fernández’s popularity plunged temporarily because of the world recession and her fight with farmers over export taxes. Overall, its vote plummeted by about 20 percentage points compared with the 2011 general election, when the president cruised to a second term. The best that could be said for the latest result was that the FPV’s national reach (...

Canada’s Senate: Reform or death?
HAD Stephen Harper, Canada’s prime minister, last year acknowledged that at least three Conservative senators he named to the unelected 105-seat upper house claimed allowances to which they were not entitled, the matter would doubtless have ended there. Instead, he defended two of the three, only to cut them adrift when the media exposed the involvement of his own office in a cover-up. His chief of staff left after writing a personal cheque to pay the disputed expenses of one senator. But neither his departure nor an attempt in October by the Conservative leadership in the Senate to suspend the three offenders without pay has quelled the uproar. The cornered senators have fought back, one with claims of bribery, extortion and threats from prime ministerial staff. Although police are investigating, none of the three has been charged with fraud. The opposition New Democrats and Liberals have continued to press the government over the affair, and seen their support rise in opinion polls.Absent any evidence that he was directly involved in the cover-up, the scandal is unlikely to topple Mr Harper’s government. His party has a majority in both houses. Canadians are not due to go to the polls until 2015. But the prime minister has been bruised by the scandal, which has raised questions about his integrity and exposed fissures in his hitherto monolithic party.Although the sums at...

The Latinobarómetro poll: Listen to me
DESPITE an economic slowdown, Latin Americans feel pretty satisfied with their lives, but they don’t give much credit for that to their democratic institutions. Only a quarter of them think the distribution of wealth in their countries is fair (though that is up from a fifth in 2011). Although some Latin American governments are leaning towards decriminalising drugs, 67% of respondents think they should remain banned. Those are some of the conclusions from the latest Latinobarómetro poll, taken in 18 countries and published exclusively by The Economist. Because the poll has been taken regularly since 1995, it does a good job of showing how attitudes in the region are evolving.Slightly more than half of respondents to the poll are committed democrats, a figure that has remained fairly constant for the past few years (see chart 1). Support for democracy rose by ten points in Venezuela (to 87%, the highest in the region) since the last poll in 2011; that suggests that whatever the difficulties of Nicolás Maduro, the elected successor of Hugo Chávez, few Venezuelans favour an authoritarian intervention (see table). When people...
